Additionally, according to area plumbers, more than 30 years before federal bans went into effect, the city instituted local bans prohibiting lead in plumbing, an act that kicked off a multi-year effort to replace lead service lines through normal maintenance activities and water line rehabilitation projects.
“When, on occasion, lead is detected in our Pflugerville customers' taps, it is almost always due to contamination from private plumbing and fixtures,” adds Bidwell.
During Austin’s proactive implementation of successful strategies to “Get the Lead Out,” a number of lead exposure programs have put the city at the head of the pack in terms of water quality, the most notable of them starting in 1954 when it banned the use of lead water service pipelines on the public side of its water distribution system. When the 1980s rolled around, the Clean Rivers Program, as part of a newly implemented Highland Lakes water protection endeavor, implemented initiatives that protected raw water quality of the lakes and streams within the city’s jurisdiction.
In more modern times, 2016 saw a comprehensive record review and material inventory of all public service water lines, with no current lead lines in service, and all lead materials - such as small connectors and fittings, of which there are few - being replaced upon discovery. Meanwhile, field verifications are ongoing and will be completed in 2024, with the lines serving schools and licensed daycares getting lead-free priority.
“It was just last year when the Texas Commission on Environmental Quality promoted voluntary lead testing in schools and childcare facilities around the central Texas area,” notes Bidwell.
As Austin, along with the rest of the world, moves into 2024, an inventory of public service line materials as well as private-side indicators will be completed and made public, with plans to proactively replace galvanized lines that may be accompanied by the risk of lead contamination. Further, many entities in Texas are planning to begin outreach, education and coordination for lead testing of drinking water taps at schools and childcare facilities for the purpose of identifying any sources of lead in the building plumbing.
